Help! no ecu, safc, or fuel pump power

The battery is brand new but the car was jumped. The lights and windows worked so it held some power, if that helps. Figured that would be enough power to turn on the safc , and the ecu was not on. what path does power take from the batt to the ecu, the ecu, and fuel pump must be on the same power source, i guess. At one point there was power to another wire by the pump. the "sending unit" sounds familiar.
 
Did you test your fusable links? Also remove and clean battery terminals and all battery ground connections. And did you test the fuses properly or just look at them?

By using a multimeter you can find a blown fuse where you don't necessarily have to remove each one. For the flat bladed type fuses there are 2 contacts on the top of each. Turn the ignition on (to energize more circuits) and with the multimeter set to read voltage and at least 12 volts, measure the voltage across each fuse. If any have any voltage at all, they are blown (since a fuse is supposed to be a short circuit). If no voltage, measure each fuse contact to ground. If there is the exact same non-zero voltage on each contact, that fuse is good. If both contacts read zero volts to ground, that fuse may be good or bad and you will have to remove it and check it's continuity separately.
