Well i have these problems in my 91 talon tsi. My hazards work but turn signals don't. I looked up the location of the turn signal flasher on michtel on demand and it took me to fuse 12. I also don't have a fuse box cover so i have no idea what fuses are what. My heater doesnt work. I don't believe the switch is bad because the relay clicks under the fuse box. I would appreciate help and if anyone could send me a pic of where the turn signal flasher is would be a big help.
 
I believe it's under neath the dash directly behind the center console.

Test the switch, its a big connector where you test continuity between pins 15 +16, and 15 +17.
I can't find the picture but it's in the factory service manual you can download.
 
My bad, it's behind the fuse box on the drivers side.

In the PDF you will see what test pins I'm talking about for testing the turn signal switch. Page 250.
Remove the kick panel, the cover for the steering column and follow the wiring from the turn signal switch. It runs to a big connector, disconnect it and test pin 15&16 for left, and 15 & 17 for right.

If you have to replace it, Gary at mitsubishi graveyard has one for 34.99shipped and offers a 30-day warranty. To do this you just take out the screw from behind the steering wheel that holds the horn switch in place. Don't loose this screw!!! Next remove the 17mm bolt for the steering wheel, Don't remove it yet!, scribe marks for the alignment of the wheel to the shaft. Bang the steering wheel on opposite corners and it should slide right off. There is 3 screws holding the switch in place and two connectors.

Did I just do this? Maybe.
 
it doesnt blow at all. When you turn the heater switch to high the high speed relay switch clicks but no air comes out the vents. Its pretty cold down here in wv.
 
it could be the blower motor resistor,it is behind the glove box on the firewall, it is a bi*** to get to, but usually when they go bad you still have heat on high. there are 2 8mm bolts that hold it in place .
