there is no leak there there is SOME SWEAT IN THE MASTER RUBBER COVER ONTHER THE STEERING WHEEL

THE RUBBER COVER IS COVERD WHIT LIQUID INSIDE


IS THAT THE PROBLEM

you might also trace the hardlines back to the master cylinder to see if they may have rusted through. After 22 years, its a possibility.
