Well, I finally got another 14b with NO shaft play for an awesome price..I found out on my old turbo the compressor wheel would not spin at all...But, anyways I have a quick question that might sound a little noobish, but I put everything together but when I tighten down the actuator it has the flap door wide open, and I would assume that is should be shut when its tied down and everything, am I doing something wrong or is is really supposed to be open?
 
It should be shut as the actuator rod is pulling the flapper shut. When enough pressure is made at the wastegate actuator, the pressure pushes against the internal diaphragm to compress the spring located inside (which normally holds the flapper shut) which will then push the rod out and open the flapper.

Is it an adjustable wastegate by chance and did you bolt it on properly?
 
Nope, it's not adjustable, When I tighten the two only bolts its slowly opens the door the more I tighten it..I know this has to be something really dumb that I'm missing...
 
You are positive that it's opening?

Does the wastegate actuator work properly (air test and pull test) and did it come off of a 14b?
 
14b waste gates are not adjustable. Can you post a pic of your turbo w/ actuator?
