Fuel problem..

Hey guys I have a problem that may be the fuel pump but I'm not sure. I just picked up a 90 gst. Well it's not getting fuel to rail. The mpi fuse is good and the fuel pump relay itself i can hear click on and off like it's suppose to. The reason I know it's not getting to the rail is when I disconnect the filter and the return line there is no pressure and no fuel in the lines. I went back to the pump with my DMM and it was fluctuating with the key on from above 13v to down to around 0v I'm not sure if this is just how it cycles or if it's got a bad connection. anyway I'm just wondering if my pump is bad the car was sitting for a while so it is a possibility but any ideas let me know guys thanks in advance.

Hows the ground? You won't have steady voltage back at the pump unless the car is running. It only primes the pump for a short period then it shuts power off. If powers good and ground is good pumps probably bad that is if you don't hear it run then it could be a blocked line.

Yea I don't hear it run at all. I just had to time the car from the previous. Owners attempt to do the head gasket but all the grounds seem to be good. would the pump still run If its bad? Or is it most likely a clogged line if I never hear it. Also should I try and "bench test" the pump from a battery to the plug on the pump and if I don't hear it its definitely bad right? I have all day tomorrow so I'm hoping to either fix it of find out what I need.
