fuel issues/ecu?

i just bought a 92 mitsubishi eclipse gs A/T and its a fixer upper if the guy put a new ecu in the car and got the wrong one could that effect the fuel or would the car just not start. the problem im having is the car is real slugish on take off, cutting in and out but when i get up to higher rpms it runs a little smoother, is this just a fuel issue? pump, filter, or injectors.

I mean Id personally go get some marvel magic oil to see if it is your injectors possibly just being clogged up, but id also do all the maintenance. Get new plugs,wires, oil change and oil filter, fuel filer, timing belt and accessory belts.

How would i be able to tell if its getting to much fuel?

First off Do exactly what NATED420a said. Get all the supplies for a good tune up.
If you think it's running rich start the car up, walk to the back and smell the exhaust fumes. Also when you rev it, do you get a puff of dark smoke?
