OK so I am trying to trouble shoot this issue, I swapped out the cluster for another one still wont work now the low fuel light works, and I read to ground one of the yellow wires to peg the guage Problem is that did nothing one of the yellow wire grounded turned on the low fuel light. is there any thing in line between the sending unit and the guage cluster that may be missing or broken (such as a relay or somrthing)

I bought this car non running and did alot of work to this to get it in pretty good shape. also I was looking for a used sending unit for an AWD but am holding off until I check why the guage wont ground out.
 
I just bought my TSi last month, one of the issues I am fixing is the pegged fuel gauge. One of the guys that posted in my thread said it was a common issue with the fuel sender units going bad.

I have one on the way this week, hopefully it fixes it.
