Is there any way to block the FIAV without taking off the bottom part of the TB? I tried to take mine off, but the screws womt come out. I'm afraid I might strip them, and I dont want to take any chances. If not, am I going to have to buy a new TB?

There is no way to block it without taking it off. Dude, make it easy on yourself, use a pair of vice grips on the plate screws. Make sure you block the correct holes. I would probably replace the gasket as well, they don't seem to return to there original size and fit back into thier labrinth. It is a nice mod, the car starts and idles at like 1100 rpm. Idle surge never again. As a cheap trick try not running coolant to the T-body sometimes this will eliminate the surge, some times this makes the surge real bad, no promises though.
