Exhaust questions????

Has anyone made 500hp at the wheels with a metallic substrate cat? I know the norm is to ditch the cat but I just hate that god awful smell that get into your clothes when you drive a catless car. I have a 3" Magna flow version of the substrate cat and its brand new. Last question, will it pass emissions in Jersey? I noticed these cats dont have the shielding making them look like a test pipe..

I need a 3" cat as well, love the performance of catless but live in Austin, Texas and have smog!
