Evo 8 ecu in 1g whining issue

Hey guys just wanted to ask a question to the people who have experience with evo ecus. I recently have installed an evo8 ecu in my 1g and it drives and runs great however it has been getting really cold outside and when I put my key in the on position before a cold start I hear the ecu whining for a good 10-15 seconds until I start the car, it eventually goes away. Any thoughts?
 
Some people have said that capacitors can whine in the ecu. Have some turn key and have the cover off ecu. Maybe you could trace it better.
 
I had an issue where the car did not start one morning but it was brutally cold that day. It is still cold here in Chicago but it has been turn-key day to day so far. The whine happens from time to time during a cold start when the key is in the on position but car has not been started yet. This issue was not present before I switched to the evo 8 ecu, however my car runs leaps and bounds better on evo8/SD setup. I guess my question is, is the normal for the caps on the evo 8 ecus to whine a bit on very cold starts?
