Engine Whine/Whistle NA

So even after searching I'm unable to find anyone else reporting a similar issue on a NA car. Basically my car (99 gs spyder 4g64) has an issue where above ~2750 rpms there is a airy (if that was a word) whistle/whine coming from the belt (drivers) side of the engine. It occurs in all gears, including neutral. I could best describe it my saying it sounds like my engine is a sewing machine.

While I haven't owned a 4g64 previously so maybe this is how they sounds but I'm more apt to believe there is something causing this. I have already replaced all belts, harmonic balancer, and the bearing on the a/c tension pulley, not because of this problem but just preventive maintenance.

So there it is, could this be a timing belt issue? On a side note I'm getting quotes for doing a full timing belt job (seals, pump, tensioner, belt). What would be a reasonable price for quality warrantied labor and OEM parts?

Lol they do have a little wining sound ,thats just with mitsubishi motors though.My 1.8 does it ,the 63 does it and the galant 64 does it too,not sure if you are refering to the same sound here cause mine does it all the time even at idle.

pretty much. If I put the engine under load (as much load as my little 4g64 can handle) I barely notice it. However when I'm bugging around town with the top down I really notice it in first and second gear above 3k rpms, which is short lived since I shift at ~3200.

Maybe I'll shoot a short audio clip but usually those are hard to evaulate.
