My EGR valve has the two vac lines coming out of it, they're not connected to anything. When I put my finger over them I don't feeling any suction or blowing....would this mean it has been blocked off?
 
the vac line on the egr valve is just to pull open the valve. It will be fine disconnected the spring pressure of the valve should keep it closed.

ive never seen a egr with 2 vac lines though so post a pic to confirm that thats actually what you are talking about
 
You won't feel anything at idle. It doesn't do anything at idle. And yes get a pic so we can verify you have the right part. If the EGR were blocked off it wouldn't be bolted on anymore.
 
The EGR can be blocked off and remain installed. All you would do is sandwich the block off plate between it and the intake manifold.

The EGR does have two vacuum lines running to it. In stock form the 2 lines have colored dots on them. One has yellow dots, the other has green. This goes for 1G or 2G.

A picture or very good description should tell.
