EGR code and help

I have some codes that I believe are all egr related. (420a)

p0403- egr
p1294- idle not reached
p0300-misfire

I am thinking the egr solenoid is bad which is causing a vacuum leak which would give me the 2 other codes.

However I do not want to replace the unit unless I can test it first.

Does anyone know what the volts should be at the egr harness? There is 2 pins.

One is battery voltage with key on, other is PCM controlled( ground) when commanded on.. So is you unplug solenoid and runs better(no vac leak) ID unplug computer to make sure harness is not shorted to ground. If unplug comp and ground is still there. Harness is rubbing through somewhere.
