ok so i have a 90 talon and a 91-94 ecu. i know i switch pin 6 and 14 which i did and have been running the car as is for a while, but ive always had a problem with idle and with cold start im not throwing a code for coolant temp sensor and my afpr is set correctly im getting fuel im getting spark everything is good. Im looking at the harness and appears that the harness was swapped to a 91-94 harness from the previous owner as there is no plug on the harness for the noise filter, which all 90s have and 91-94 dont. Would them pins being switch and not needing to be cause my problem.

Just because its not throwing a code doesn't mean its working, LOL.
I suggest dsmlink so you can figure out whats going on..

yes i know that but i can clearly see in my logs that my coolant temp sensor is working as the number is changing
 
Go see where pins 6 and 14 wind up and you'll have the answer to your question.

Check the MAF and see if the green/white wire is on pin 1 and that at the ECU it is on pin 6.
Check the IPS and see if the green wire is attached and that at the ECU it's on pin 14.

That's how it should be if your using a 91+ ECU
