ECU problems?

I am having trouble with my 99 gs which i just have swapped a used engine into. I have narrowed down the problem to deal with the ecu. We hooked a scanner to the car but it reads nothing because its not getting power. The car turns over but the ecu isnt being powered nor the radio or dome lights. What should i look for and aslo where is the asd relay located on the car? Thanks

check the wiring harness. something is not hooked up right.

Check all your fuses both engine bay and interior. ASD relay is middle one of the 3 mounted on engine firewall near brake resevoir.
