I have the money, so I was probably going to go with the Greddy PROfec e-01, because I like it a lot. My one friend said everytime I change boost, I need to get it tuned? I've never heard that before, do I?

not necessarily. you will need to tune your application so that everytime the boost is at a certain level, the ecu knows how much fuel to send it. You tune for different levels and work your way up. from 15psi to 17psi to 19 psi and as far as you think the application can handle it. however once it is tuned changing the boost around underneath your boost ceiling shouldn't change anything. Now if you go above your boost ceiling, then your computer won't know what to do and may or may not give the appropriate amount of fuel.

for a stock setup you shouldn't need to tune it up to 15lbs or so

if you have another setup you should have already gotten tuned.
