Does anyone else's boost gauge go rapidly go up and down when boost creeping?

I have a EVOIII if I shut off my EBC the boost builds to 10 then slowly creeps to 15 psi then at that point it rapidly raise and lowes boost pressure by about 1-2 psi.

I would look for an exhaust leak pre-turbo. I had the same problem. I wasnt creeping , butmy boost would flucuate about 3psi up and down very fast. It was my exhaust mani to turbo flange gasket.

How do I find a exhaust leak? Just check the torque on the bolts? I think I'll start by running the boost source right to the waste gate bypassing the EBC solenoid.
