I got my engine build not to long ago and been driving it for around 3000 miles today i went under it and noticed the block is covered with grease and looks really dirty is this normal for a recently build engine.
 
No unless the engine was already grimey before the rebuild and they never cleaned it all off. However, condesation have form on the engine, then you go and drive it and the dirt and dust of the road will stic where ever there is a liquid. My oil pan is really dirty, but is does have some road grime residue on it after 1000 miles.
 
Yes, think about the roads in winter, you have dirt, oil, salt all mixed with water on the surface of the road, it will get on the block.

Car has never been droven threw winter and the hole engine was cleaned it just looks to dirty for a new engine i guess even the head has some dirt stuck to it its not alot and comes off with even a fingure nail but i was just woundering if that was normal engine has been droven around cottages and dusty roads before.
 
Check for a leaking CV boot.
That actually might make some sence because when i pulled out the transmission one of them was ripped would that cause the block go get dirty?

Is there anything i can use to clean it up?
 
I used power purple to degrease everything when I had my engine pulled. It cut through the grease really quick. Just use it full strength. Word of caution: it will dry out your hands to the point of cracking if you are constantly washing parts in a bucket of the stuff.

ya make sure thats not it i was having the same problem well i mean almost the only thing is that my engine wasn't rebuilt but when i 1st got my GS-T i inspected it from side 2 side n from top to bottom an after about 4k i was ganna replace my control arms an noticed that my block was really greasy n dirty 2 i looked harder n my cv boot was torn completely
