What should be the desired clearance on a 420a 96 block main bearings and rod bearings? The machine shop told me they had to machine the crank and to purchase .25mm main and rod bearings.
 
The FSM will have the clearance you are looking for.

It does not matter of the crank is STD or 1mm undersize. The crank to bearing clearance is the same.
 
For rod bearings? No those look too large. did you forget a "0" after the decimal?

Looking in my Clevite catalog 2003 page 465, Block 7
rod bearing oil clearance is listed as .001-.0023
Main is .0008-.0024
