My car is turbo timed, because I value my turbo and dont have 800 for a new one. My seatbelts always go back to where they would be if you were driving, and stay there. Is there any way I can rig the belts to move anytime I open the door reguarless if the key is in or not?

While it may be possible there are other concerns which must be considered such as the seat belt warning system and how you interface energizing the circuit and not have it smoking another circuit. This is tied into the bulb check unit and I strongly advise you do not wish to tamper with any portion of that circuit until you fully understand all the conditional branching that goes on. I could spend a couple hours thinking about it and still be wrong.

I was hopeing for a little push button to move the belt foward/back

I know you were, if you didn't have the existing system to worry about a momentary simple DPDT (double pole, double throw, center off switch would work for each belt. What you are asking is not simple and it may not be safe. I can't guarantee that if you cut wires xyz that the car will even start for it's that complicated and I don't think there is a schematic of the unit. I'm only familiar with what Nissan did because I had to repair those units but the concept is the same and they had schematics which you could then follow the logic. The problem is a floating ground which changes current paths and polarity as it performs certain functions.
