Car will not start

My buddy installed a new timing belt on his car and it will not start. Any ideas. It is a 1991 eagle talon tsi awd. I was not there to get any other info, but i will be getting more info later tonight. Any help would be great. Thanks

I got some more info. The starter sounds like it is trying to start the car and everthing is moving (All belts). Is the timing off? Was the TB installed wrong? Please help!!!!!!!!!!!! Any ideas would help.

go back to the start
line up all timing marks make sure you have the engine at top dead
center on number 1
it only takes maybe 1hour to take apart to see its a pain but thats what I would do
then start for a second while apart thats what I did when I changed my first timing belt
