Can't control boost

I'm getting frustrated with this car. The car came with a greddy profec b the original one. I'm not sure if it ever worked. When I got the car I pulled out the whole interior including the boost controller and cleaned it all up and put it back together. With the EBC hooked up I was spiking to 30psi before I would lift. I pulled that and went off wastegate spring pressure. Wastegate opens between 18-23psi when connected directly to the compressor cover. I put a hallman MBC in today. Now the car won't boost over 18psi no matter how far I turn the knob. Im stumped. One weird thing is that I bought the tial WG used. It came with a grey and brown spring if I remember correctly. On the chart that was only like 13psi so I ordered another spring. I had that in I think it's the new black one but that's when the car was over boosting past 30psi. Not sure what's going on. My logical next step is to hook the WG back to the compressor cover to confirm spring pressure. If that's still 18-23psi then I'm not sure why neither controller will control boost correctly.
 
yup. ended up, both boost controllers were bad. I took the hallman apart and it had no guts. No spring, no ball. I got it free so.... I ordered a new Hallman and I'm boosting fine now.
