That is your EGR (exhaust gas regulator [recirculation]) valve.

And if you take a look at this vacuum line diagram, you can figure out where the vacuum lines that should be on those two nipples go.

It should still be hooked up because it's part of your emissions system.

is it going to hurt anything if its not..because I live in Florida and we don't have emissions.

No, it won't hurt anything as long as you buy or make an EGR blockoff plate. It might throw a CEL though.
