I was wondering if I can use a fuel system cleaner such as sea foam, royal purple, or red line on a rebuilt engine just to have it be as clean as possible and smog ready. The brand new parts is the pistons, rings, bearings, and main gaskets, everything else was cleaned up. I haven't touched the injectors so i feel this is necessary, but is it safe for the engine on the initial startup or should I wait.

I really don't think it would be an issue.
I'm still skeptical of fuel system cleaners if you regularly run high octane fuel.
The additive package in high octane fuel should handle the job of keeping things clean.
E85 poses the issue of the black goo but say 93 octane on a regular basis, not sure if the fuel system cleaners provide any tangible benefit.

Why not just clean the injectors manually before starting the fresh engine?

You can pulse them with a 9v battery and blast carb cleaner back through them, or let them soak in mineral spirits, gas, seafoam etc and pulse the few times. After that just blow them out with some air while pulsing a couple times, and if they were working fine before, they'll be good.

Or do the really right thing and send them out to be cleaned, or buy new.

This is about the only thing out there strong enough to work, most fuel system "cleaners" are just kerosene mixed with oil, kerosene is a great injector lubricant but its not a good cleaner for gasoline deposits as gasoline is a higher solvent than kerosene is...if it wont remove paint, it has little chance of removing fuel deposits, a word of caution though the Berrymans will remove paint if you spill it on the body and it will damage plastic if you spill it on anything plastic so be careful if you do use it.

Sounds like something for a engine full of carbon that hasn't been cleaned for a while. Do you think its safe to use berrymans on a fairly clean rebuilt engine?

Absolutely, your injectors and fuel system are used, this is a fuel system cleaner not a carbon remover.
