So would it be better to run the catch can sealed or have a air filter install on cc if setup as pic shown above?

That's the way it is suppose to be run...
no. Venting to the atmosphere will give you less mass movement (due to the lower pressure differential) than if you connected to your intake pipe. It will also make your engine bay smell like oil vapors.
