Can 8" wide rims fit on a 1G?

Edit the top of your title please..I looked at it thinkin this guy wants to put 8 inch rims on his car, when his rotors are larger than that...But to an answer...I beleive you can fit them under your car with an offset and maybe wheel spacers. Then you might want to think about fender flares, so the cops don't bother you...

That offset seems very high, and depending on what tire size you'll be running it will rub on the inside. You'll need something between +38mm and +42mm offset rims.
For example the EVO rims are 17x8's with +38mm and there are plenty 1g and 2g guys that run them.

But arent stock 1g 16 inch rims +46mm? according to vfaq.com under the wheel offset section.

Probably something clost to that, but they are not 8" wide. I agree with the offset being a little to high, I would go for something around 35-40mm.

Yes. But why? 17's will be more than enough unless your car is a show only car. I don't think you'll have to much fun driving around on 18's or 19's with those low profile tires AKA rubber bands.
