Strictly speaking, a 4g63 cam gear lock tool can be used, but all timing marks including the crank timing marks would be off. So if you don't know the correct timing position, it would just make you more confused. It's better not to use.Yea I figured that’d be the case for the cam tool. Either upside down or backwards I was thinking.
This is the common problem. Advancing or retarding half a tooth has nothing to do with installing the timing belt. Most of people who tell you advance or retard without seeing your actual valve timing don't know what they are talking about and spreading a wrong info to make people more confused.I was going off the dots not the slashes (factory marks) cause it’s a 4g64. I just kept reading one way then the other for how to set them. Some people say advance half, some say retard by half. Found this thread and I guess I read too much already that my head is gone at the moment.

This is how you quickly check if your valve (cam) timing is good or not. (* Only the valve timing. The belt tension and the balance shafts timing is a different story) It would be useful if you know this method, for peace of mind, like when you want to confirm the valve timing after installing...
In the link, you can see that I mentioned 12th tooth on both cam gears and 15 timing belt peak teeth between the 12th tooth. In your case, you have 16 teeth between the 12th tooth for now. That's why I can say it's off (Cams are out of phase).
Try to set it without the cam gear lock tool. That would probably make you less confused.
