boost problem; very weird

I know there has been thousands of boost threads but none seem to match mine. Here is the low down:

I have pretty much stock 90 awd ecl w/ b16g & mbc. I know the limitations of the fuel system and so forth but would like to turn my boost up to some where around 12-15 psi. As of when I got the car it was running 8 psi. I started adjusting the mbc around and never could get it to go anyhigher. I built a leak tester and found a couple leaks and fixed them. I redid the leak test and found that the system held all the way up to 20 psi before the bov started leaking air out the recirc hole. I had a wg laying around and switched it out and still had the same results. I eliminated the mbc to see if it would allow boost to shoot through the roof and it didnt. I even flipped the mbc around to make sure the bleeder hole was to the wg. I now believe that it is the bov, turbo, or maybe even the exhaust(cat clogged). Am I on the right trail? Could you all give me your thoughts on the situation?

When I ran the car w/o mbc it only hit 6 psi. I have never been able to lower the boost or raise no matter what I have done until I eliminated the mbc.
 
With a helpful hand from Joe195 off of DSMHORSEPOWER I have figured out the issue; MBC was bad. Need to find a cheap one that will work upto 15 psi for now.
