bolt on gt35r wont spool till after 5k!!

pretty basic setup, ever sence i bought this turbo (gt3582r with pte bolt on housing) it hasnt spooled untill way late. turned out the ex mani was warped, causing ex leaks. mani was surfaced. i bought good gaskets. and it didnt help much. from what ive read i should have full boost at low 4ks. i cant figure this thing out. any help is appricieated. when i had the turbo out i pressure tested it and the comp housing leaked pretty bad where it bolts to the back plate. i fixed that too. also noticed some air coming out of the oil drain. could this be part of my problems?

Internal wastegate or external? When upgraded to a 14b from a t25 on my old gst, the wastegate was stuck open a little causing a very slow spool. It was internal.

tial v44 and it was just rebuilt by them a few monthes ago

Any help??
