I have the block stripped down, and noticed the previous owner painted the inside of the engine. Since there is a bit of rust on the inside, I would like to remove all the paint to make sure all the rust gets removed later.

Any ideas?

I second the stripper. Get the aircraft stripper. It will take it off real quick. The stuff is very toxic though, make sure you wear a respirator.

I for one don't think sand blasting the inside of your engine block would be a good idea, but the aircraft stipper works really fast.

You could also just get the block hot tanked.

Ok, I think maybe then I will continue removing rust where I see it and get it hot tanked then. Ive been doing the oil mods, and after Im done channeling the returns, the block will be getting hot tanked after any how.

You definitely DO NOT want to sand blast inside of an engine block. You will never get all the sand out. If you want to do any type of blasting, than metal shot would be the best because it doesn't shatter on impact like sand or glass. It is a whole lot easier to get out of an engine than sand.
