I've got a 3 inch exhaust with a straght pipe v-banded in where the catalytic converter should be.

What cat is best for passing emissions? Steel? Ceramic? Should I take it down to 2 inches to make it more restrictive? I'll only have it on to pass emissions. Or keep with a 3 inch catalytic converter?
 
My buddy runs 2 Strange Engineering high flow 3" cars on his lightning that makes about 750-800 hp, can't recall what they're construction is, but he passed Washington emissions last year with them.
 
I had cat problems a few years back because the honeycomb had shattered basically turning it into being gutted. Most Hi-flow cats are crappy. I finally got annoyed & decided to resolve this forever & bought a Vibrant GESi cat off Amazon. They are pricey but you will never have cat related problems ever again. It is awesome, practically indestructible, is not restrictive in any way, & can handle 1000+hp. It is the only 3-way cat available. All others are 2-way.
