bad TPS? no resistance readings

So I checked pins 1 and 4 with a multimeter as the manual says and get no reading, then check 2 and 4 and stiLl nothing from closed throttle to open. I know my meter is working correctly as I check out the isc also and it was in spec. So I then check pin 19 at the ecu with the key on and get 4.56v instead of the stated .48v in the manual. I'm guessing my tps is bad correct or do I have other problems? Thanks

I posted a similar thread yesterday. I'm getting a reading but its lower then the factory specs. When you measure the resistance between pins 1 and 4 and 2 and 4 you are checking for ohms, not volts. I'm getting a reading but its lower then the factory specs. I was checking mine with the throttle body off the car. There is a link to the write up on the VFAQ in my thread if you haven't already seen that page. Not sure if this helps or not.
 
Yes, I was checking at the tps for resistance, pins 1 & s and 2 &4 and I got nothing at all. Then I measured the voltage at pin 19 at the ecu. I was doing it correctly I have a FSM and already read the vfaq which is same as the factory serv manual. Thanks anyways for help, anyone else
