TPS has no resistance at all

I have tried several times and even with a brand new TPS and I have no resistance in it at all. When I use my ohm meter it just reads '1' the whole time for open. I know I'm using it right because I used the same setting to check resistance of wiring. Is there something I'm missing? My manual says to check the resistance between the 1st and 3rd terminal of the TPS connector.
