Coil pack resistance bad?

I tested my coilpack because of stuttering issues, and found that some of my readings may be out of spec. At my secondary points I am getting a reading of 14.3-14.7k ohms which seem to be within spec according to my Chiltons manual. I then tested my primary (the three pin connector) and the result was 1.6 ohms between the "1 and 3" and the "2 and 3" points, which seems to be out of spec. Does this mean that my coil pack is bad, or just not functioning perfectly? I already know that my spark plug wires are not in perfect shape, so I'm waiting on some new MSD's to arrive, but in the mean time I would like to know if I should order a new coilpack.
