I know its an old subject but i need your input. Check out the profile for my build.

Im runnin a mitsu 16g turbo with 2.5'' ic piping and a good size ic core. I have the worst lag all through 1st and 2nd gear. Im talking like 11lbs at 6k in 1st and 16lbs at 6k in 2nd. Not untill i hit 3rd and 4th do i even see 20lbs at 7k! I thought the 16 turbo was suppose to have good response time? My stock t25 felt faster. Could there be something wrong with my wg? How can i test the functionability of my wg? I have done a boost leak test and have found one pisser but it was fixed. Let me know what you guys think.

Has to be a wastegate issue if there are no pre-turbo exhaust leaks.

Try removing the wastegate arm from the lever on the turbine housing and see if you can force the flapper closed more than the arm would allow. This would show that the actuator head is bent or possibly the spring is damaged inside the actuator itself.

Like jusmx said. Get the wastegate arm shut closed and cap the nipple on the wastegate. Run the car and see if it builds boost.
You most likely have a faulty wastegate arm that is getting stuck and stays open a bit too soon.

Also the possibility of heavy cracks around the wastegate passage where the flapper seals. Like everyone else has said first make sure the flapper is closing completely first and that it doesn't get hung up in its travel. A partially blocked exhaust can have similar symptoms as well.

VERY common on 14B's from high-mileage cars- not so much on 16G's because they usually aren't on a car long enough to adapt any extensive cracking. You never know...someone might've installed his 16G into a tired-out 14B turbine housing or something.

It's not uncommon for the flapper area of a 14B's 6cm2 turbine housing to look like this:

either a boost leak or the waste gate flapper.

You can also just slip some washer under the actuator mounting bracket, this will add extra tension to the gate. My old 14b had four washers under each bolt.

That was only a 1/2 truth....
True the wastegate hole is cracked to all hell but the real issue with that pic is the way the flapper is not on center with the hole anymore..If you were to hammer the valve guide back into place the wastegate would hold much better boost and get you into boost faster even with the hole cracked...

P.S.
x2 on OMG LEAD residue......
