Auto Seatbelts Don't Move? Overhead lights?

Neither of my automatic seatbelts move forward when the doors are open. (or at any other time) I just got the car and it has been like this since I bought it. Also, the overhead lights do not work when the doors or open, or when I press them button(s) to turn them on. All of the other exterior and interior lights work. The door chimes. Is there a connection here? Any tips?

under the hood, there is a fuse in the box by the right shock tower for the auto belts. Or, the interior trim was removed for some stereo install and someone unplugged the large connector plug to the belt motor.

The Dome light issue could be a fuse blown, or bulbs out. Sometimes, it's the switch at the bottom of the "C" pillar can get grumpy as well.. as in needed cleaning.
