Are Ebay Turbo Kits Worth it?

I was looking on ebay to see the deals they had for turbo kits for my 420A and i came across this auction in particular.

Im just wondering, is this even worth my time and money? or is it just some cheap turbo kit that will most likely fail on me? If someone could look at the specs and let me know id appreciate it cause my knowledge isnt too great on turbos :/
