My 95 GSX is running way to rich, I have black soot all on the tail pipe, and it blows black smoke when i accelerate. I have read other post and pretty much figured its the air/fuel ratio, but nothing says how to fix it. can someone help

How are the plugs, wires, front o2 sensor? Any CELs, emissions delete, boost leaks?

everything has been changed.. the only thing that it may be is a boost leak..
but the car is completely stock. rebuilt engine and turbo thats all that i have done to it.

What was your procedure to testing, what psi did you test to, how long did it hold that psi for?

just made a tester with a pvc pipe end and air chuck. I had it on 15psi for about five min

So you removed the air supply, and it held 15+ psi for 5 minutes? I highly doubt that.

You need to pressurize your intake track (at the turbo inlet) with about 5 psi more than the max boost you are running, remove the air supply, and then time how long it takes to bleed down.
