My 95 GSX is running way to rich, I have black soot all on the tail pipe, and it blows black smoke when i accelerate. I have read other post and pretty much figured its the air/fuel ratio, but nothing says how to fix it. can someone help
 
What was your procedure to testing, what psi did you test to, how long did it hold that psi for?
 
I had it on 15psi for about five min

So you removed the air supply, and it held 15+ psi for 5 minutes? I highly doubt that. :)

You need to pressurize your intake track (at the turbo inlet) with about 5 psi more than the max boost you are running, remove the air supply, and then time how long it takes to bleed down.
