What happens if you take out the compressor wheel and unhook the water/oil lines of a turbo? Will the car still run?

Yes.... but the turbine will spin the shaft and with no oil, the shaft will eat the bearings. Turbo will get toasted very quickly.

If you want to disable the turbo and run close to N/A then disconnect the waste gate flapper arm from the flapper. The turbo will still spin but it will not build up boost.

Why did you ask?
 
I know of a guy that completely removed a T25 from the center housing, made a plate to cover the hole in the turbine housing where the turbo used to be, and drove his car like that for a while. Of course you'd need a blow-thru MAS to make this possible unless you were to hook the factory MAS up to a pipe leading directly to the throttle body.

Don't just remove parts and cut off oil supply. The turbine wheel will still be in place, and still turning due to the exhaust flow.
