i'm trying to put up a thread up in the ECU and engine management section but its not letting me. any reason why i cant but i can here?

You might have to be upgraded to a " proven member " to do that. Contact a Moderator I assume.
 
1. New Member/Lurker:
Everyone who registers on our site starts off as a New Member/Lurker. This title has nothing to do with your actual knowledge of cars or DSMs, it just means you are new and/or haven't contributed very much tech info to the site. You can view all public forums and Search for all the tech info you need. However, you will be limited to posting in the areas designated for New Member posts (Newbie forum, the Problem Diagnosis forum, the Appearance forum, the Site Feedback forum and the Tech Guide sections) until you've met two milestones - 50 useful posts in the forums (answers to questions and/or other helpful contributions) and 30 days registered. Only posts in the tech forums will be included in your post count. You can still send Private Messages to members in lieu of replying to their posts in forums you don't have permission to post in.

New members also do not have the privilege of posting ads in our Classifieds section for security reasons. All posts resembling classified ads posted in the forums by New Members will be removed and that member could be suspended for attempting to circumvent this policy. New Members are expected to be familiar with the Forum Rules and to abide by those policies. They will also be expected to do a little bit of research before they post tech questions in the forums - that includes having read all of the DSM FAQ's in the FAQ Forum, all of the Tech Articles in the Tech Guide, all VFAQ.com articles, and to have done a Keyword Search on any topic they'll be asking a question about.

Again, it's simple - contribute 50 useful posts in our Tech forums and be registered for 30 days and you will graduate to Proven Member status and will be able to post in all of our public forums and the Classifieds section. We require this to encourage an environment where people help each other as much as possible and provide a basic level of security in our Classifieds section. It's sort of like a right of passage. Become a helpful, contributing member and we will give you more access to do more things on our site. Padding your post count with short and/or unhelpful replies in the Tech forums or posting bad information can get your posting abilities revoked.

2. Proven Members:
Once you have been a member for 30 days, you've posted a total of 50 helpful posts in the Newbie forum and/or Problem Diagnosis forum, you will be automatically moved from New Member/Lurker status to Proven Member status the following day. You'll now be able to post in all of the public forums and participate in all public areas of the site, including the Classifieds. By now, you should already know the basics of modifying DSMs, how and where to reference tech info when needed, and the guidelines and policies of the site. You don't post common questions and you don't post misinformation. You will receive more private message storage, the ability to use signatures and avatars, permission to post Classifieds, and the ability to post events in our Event Calendar. Entry to this new group is fairly easy, as it only requires a little common sense, courtesy, and contribution to the site.
 
Oh, what's that at the top of the page?
Newbie Forum Beginner/newbie/general DSM questions. first mods, how to run 10's when you haven't run 12's yet, any tech question that doesn't fit in another tech forum. New Members must limit their tech posts to this section.

And this should have been posted in the Site Problems forum.

A PM won't boost your post count, and won't let you sidestep our New Members hurdles.
