a/c diagnoses question

Does a missing a/c belt or missing drivers side radiator fan have anything to do with whether or not I hear the a/c clutch engage when I turn it on? I don't hear the click right now but I'm just trying to listen with the door open and window down from inside the car.

More likely the system pressure switch, on the receiver. Not enough gas in the system for it to kick on.
