Can someone take a look at this, I believe I have located my problem, I can't find a picture of normal ECU board but this does not look normal.

Tried to get the picture I could. Also you can see to the left there is that gold hole with some type of plug/connector "nub" in it and its also the same to the far right (not pictured) but the one in the middle just has the gold hole with nothing in it. Is it suppose to be this way.

Like I said I can't find a photo of the 99 ECU, if someone has one it would be awesome if you could post a picture. I have 99 GST if it doesn't say in my profile.

Ok, now is all of that stuff suppose to be all over the board? Is it some type of sealant or is that something that leaked?

My ECU isn't responding to my SAFC at all and its hooked up right and I'm thinking its due to something leaking.

I'd be curious to know if the ECU worked before the SAFC was plugged in. If that's the case, the SAFC might be the one that's faulty. All it does is change the signal from the MAF so if the ECU read it initially it would continue to do so just with the values given to it by the SAFC.

PS: I had an ECU like that, humidity was the culprit to that type of "damage" still worked fine though.

The ECU and SAFC have worked together before. I just put an engine back in the car, and the SAFC worked fine previously. I also had a MAFT installed (since removed it to track down my problem) and changing the values on that as well, did nothing to the fuel trims. The car just idled extremely lean.

I've put the MAFT on others car to test it as well and it worked the way it was suppose to. There's no boost leaks and no exhaust leaks. I changed the O2 sensor and ECT as well. Timing is dead on.

Diagnosing something like that I would work my way from the MAF all the way to the ECU to make sure the signal is being sent and received (without the SAFC first) and then plug the SAFC. Could be something as simple as a plug not making contact (ECU harness/MAF pin).

My ecu to show you what I mean and it worked like a champ.:
