1). Any boost, vac, or exhaust leaks?
Boost leak tested 5psi above your max boost with no leaks? Tested to 15 psi, BLT keeps popping off. Tested
at turbo inlet and TB elbow. No leaks.

2). Verified mechanical timing? Yes

3). Verified base timing? Just bought a digital timing light and will verify in less than one hour.
Turned fully clockwise but I can get is 0 degrees. So timing is off by 5 degrees. I added 3 across the board.
4). Ignition system
COP or Stock Coil: stock 2g coil
Wire brand and Age: NGK/unknown
Spark Plug brand, type and Gap: ngk bpr7es .024

5). Motor health (Compression Test)
Cylinder 1: 125
Cylinder 2: 125
Cylinder 3:125
Cylinder 4: 130 - Suspected low due to cams.

6). Performed basic throttle body adjustments?
Idle Switch: working
Throttle Cable: set
TPS: .61v closed .63v is 1% throttle.
BISS: Didn't check

7). Compression ratio

8). Any known bad sensors or brittle wiring?

9). Any DTC/CEL codes? Egr system. deleted

98 Talon 6 bolt swapped. TD06sl2 20g, Web 272 cams, BC gears zeroed out, 1200cc FID high z injectors with resistor delete, 1g block and head with 1g CAS. Eagle rods, wiseco hd pistons, 9.5 CR-17cc dish. Port and po;ished 1g head. Unknown valve springs but a knew. JAM stage 2 engine Not my car but I did the swap.
Issue is a serious lack of power and slow engine response. Builds boost off of 2-step but when I try to drive it it has almost no power and very low vacuum-stiff brake pedal. Owner claims vacuum dropped from close to -20hg/in to near -10hg/in after installing cams when engine was still in his 91 GSX. I've doine all work to both cars. Engine ran fine in his 1g. His only complaint was a lack of top end. I didn't tune it that time.
Owner needs car by the weekend. I'm running out of options, bad CAS is my last idea right now.

New log. car will rev and build boost off 2 step but will only load up the converter to 2k. Adding in this build I forgot to say that its an auto fwd. Fully built transmission by IPT. 4k stall torque converter. After loading up the converter it stalls out.

NEW DRIVING LOG. Decided to take it on the road just to see what would happen. Car is very sluggish and torque converter seems to lag worse than a stock one. Turbo builds boost okay. Ignore the knock sensor. /It needs swapped to a 2g sensor. Its phantom knock. Pulls at 542, 617, 648, 805, & 1050.

I'll fix the tps this afternoon. Though that's not causing the issue I'm asking about. Also I don't think you can use stock airflow per rev for a car with high compression and ported head. If I dropped the maf comp it would lean out.
 
Not set up properly tps is causing the problem you have ,so is the idle switch. My 39 psi dd 2g is also auto 2.3l 10.5:1 cr , fully ported head 1mm over valves, fp4 cams & airflow per rev is 0.33 . Drop down 0 &50 HZ sliders to get the desired airflow per rev & ad some global dead time so STFT hovers with in 3% + or - .
