98 GST won't turn over

I have a 98 GST, just had 550cc injectors, fuel rail, fuel pump, and FMIC installed. It sounds like it is about to crank, but just won't turn over. I have had a few people look at it and one said it may be the ecu. I have changed that and still nothing, now I have heard that it may be a relay. Any suggestions would be much appreciated.
 
What do you mean it sounds like it is about to crank?

Have you checked your battery voltage output?
Is your starter grounded and receiving an acceptable amount of voltage?

Try tapping on the starter with something like a hammer or wrench before you hit the key. If this coerces the starter into working then you have a bad starter.
