2G 95 to 97 ECU swap, can't start, can't scan

Hey! So basically my car was running, but I could not scan it. I sent it to an auto electrical shop so they could take a look on it, and they told me the issue was on my ECU. They sent it to a guy to fix it, but the guy blew it (without my knowledge). Then they basically told me it's my problem and made me tow it out of there.

I was not able to find a 95 ECU in Brazil, so I bought a 97 ECU, and repinned it. I followed this:

Pin 1 is now 14
Pin 2, is now Pin 1
Pin 15, is now Pin 2
Pin 14 is now Pin 15

The cables were black, and black w/ red strips. Also, I reorganized the sparks cables to follow 97 pattern:

The thing is: car crank, but wont start. Also, I still can't use the scanner. I bought a Foxwell Nt301. Since my ECU is now a 97, it should be using OBDII, right?

Also, things I noticed after I towed the card (that was fine before): my back seat was loose, I think they might had removed it to see the fuel pump? I also don't rear any "tzzzt" for the fuel line, which I think I heard before. The gas pedal is loose, but I think the car should start even with the loose gas pedal.

Honestly I'm pretty lost on what to look for/where to start searching, and I'm not really into sending my car somewhere else so they can mess it up even more.

you gotta start here do these and then let us know otherwise you chasing gremlins and we need you to do your part and, start with these basics.
 
Hey! Thanks for the threads, I will check them out, specially the "VERIFY ECU OPERATION". I think the CEL was never turning on. This plus the fact I cant scan the car tells me it might be a issue with the ECU I bought.

you have to at least verify ECU is getting power. You can't say ECU is bad until you know it's turning on or not.

That makes sense. I know I'm asking a lot, but other than checking for blown fuses, how can I know if ECU is getting power? Should I use a multimeter in specific pins on the ecu harness? Do you know which ones?

Hey! So, updates just so the thread doesn't die.

I have not done all the tests yet, but I checked some fuses in the engine, and I found this 20A engine fuse blown. I bought a new one. Also, I unplugged the ECU and plugged it again. It is working, and I'm able to scan the car.

It shows a lot of "X", but no error code for some reason. I also found an ignition cable dead, I will buy a new one.

Still have not made all the tests. I purchased new spark plugs and ignition cables. Spark is fine. Tested the fuel pump, and it's working just fine. It might be the injectors, or some other thing that I have not tested yet.

It seems that it almost starts and then instantly dies after.

From this page I gather that the 95-96 uses a different cam angle sensor than the 97-99:

But I really don't know anything about it. Should find out from somebody who knows.
 
Here's a guy in California giving out free parts from a 96 GST. Maybe you'd be interested in some which should all fit your 95 GST (like the ECU, etc):
