97 Eclipse can't turn on emissions machince/code reader

I apologize if any of this sounds dumb, I'm new to the DSM scene, better with Honda/Acura but my lady just bought a DSM. A few weeks ago we took her car to get inspected but it wouldn't turn on their emissions machine. I took it to Advance Auto to use their code reader and it doesn't work either. I checked the fuse, everything is good. Took the radio out to check the wires and remembered that a few weeks ago her cluster lights went out and we took it to her fathers friends shop and they fixed it. Radio doesn't work (never had) and the cigarette lighter is gone wires cut off too (bought the car this way). Wondering if this can be the problem of why it won't turn on the code reader/emissions machine???

Check the fuse for the radio and cigaret lighter most cel are conected to the cigaret lighter just go through all the fuses inside the car and engine bay

Re-check the 10A fuse in drivers kick panel labeled "door lock". It's the 2nd from right, middle row. This powers the data link connector (code reader connects to).
