6 bolt swapped idle surge with v3 full

Okay to start off this is a new car i bought not the one in all my information. I have a 6 bolt swapped GST pretty much stock other then v3 full wide band exhaust nothing serious other then 750cc injectors. When you start it up it immediately surges to 3kish rpm and has no throttle response. The wide band leans all the way out. I checked for boost leaks with a tester and haven't found any it builds pressure fine. The TPS and IAC are all reading with correct readings. It did have SD set up but I witched it back to MAF I don't know much on SD but I don't think that will affect it. I did lock manifold pressure for the 6 bolt swap however. If anyone has any ideas it would be much appreciated thanks.

Did you adjust the BISS? Or see if the throttle cable is too tight?
