6 bolt swap help. cas starter problem!

Ok I have a 95 gst with a 6 bolt swap. I had the car running a couple months ago but it would idle like crap. Turns out that one of the injectors was locked up and the wiring was all messed up. Then tried cranking it one day and the starter just spun. Sounded like it wasnt coming out enough to engage the flywheel. I checked the flywheel and the starter and they were both fine. Puzzled I took it to one of my friends who is amazing with dsms. He did a bunch of wiring and called me and told me it was done. I went down to pick it up and it made that same spinning noise. So he just adjusted the cas and it fired right up. I drove it home and shut it off. Tried cranking it up again and it did that SAME FREE SPOOL NOISE. I called him and he just said that the wiring in the cas was screwy and I needed to replace it. I got a used one and put it on and it keeps doing the same thing. I dont know if im not adjusting it right or what. This has been a project for about a year now and I have only driven it for 30 minutes!! If anybody can help I would appreciate it.

Thats what I thought at first. I had the starter tested at autozone and they said it was fine. I sat there and watched the guy just adjust that cas and it fired up with no problem. I just dont understand what the cas has to do with the starter not extending out to the flywheel.
