City Driving my Eclipse feels like it shifts only up to second gear, but when you get on highway and get up to that speed it feels like it stays in one gear? At 65 mph on cruise control my RPMs are above 3K!

I've checked all the plugs and even tried reversing two plugs that will fit together that are obviously for different things and it didn't change nothing at all?

Also I will post a picture of the connector I disconnected to allow the car to idle properly and then once warmed up I plug it back in hop in and drive away. Recap I was having up and down idle issues.

Two different issues.

Sounds like your transmission is in limp mode and after making sure that your transmission has clean fluid at the correct level I'd check your TCU under and in front of the radio to make sure it's capacitors haven't leaked. Good idea to check the ECU too.

Idle Surge is what happens when the engine is getting too much air at idle. The ECU sees that the throttle is closed (from the Idle Position Switch you disconnect) and the RPMs are too high. It turns off the fuel until the RPMs drop and then turns them back on which causes the RPMs to rise and this process repeats. To fix it first make sure that the throttle cable isn't too tight, Verify your base timing is set to 5 degrees BTDC, adjust the BISS (Basic Idle Speed Screw) and if it's still idling too high start looking for vacuum leaks.
 
Sorry to hear about the transmission trouble. Have you checked the transmission fluid level and condition? Low or dirty fluid could cause slipping or shifting issues. It might also be worth looking into the TCU for any potential faults.

Yes I actually checked the transmission fluid did a full drain and it was pretty dirty and old looking I'm doing the tranny fluid change right now and I'm going to post a picture because I keep getting differing and conflicting views on how to properly fill my transmission to the proper level according to the transmission dipstick reader?

So I completely changed the transmission fluid that was in the car and at 60 mile per hour on cruise control the RPMs are not at four grand like they was but they are slightly above three which is still high and for some reason still won't shift out of second gear. So I'm starting to believe it's either the TCU / TCM and or maybe shift solenoids? And I still haven't been able to come across anything to run a proper diagnostics.
 
Have you done voltage tests, at the transmission, for 12v for each of the 2 solenoids when commanded?
