2G throttle body not closing fully. Idel high at time. Needs cleaning?!

I have a 99 GST with a stock throttle body. I noticed at time my idel with be at 1500 or so and if I pop the hood and twist the throttle body it drops back down to 850 which is where I have it set at.

Think it just needs a cleaning or is my throttle body worn? If I take it off for cleaning, do I need a new gasket or can I just use the make a gasket type gel? Any tips would be appreciated. I don't wanna break any of the electrical components inside it. How is the cable adjusted on a 2G? Look like it just runs into that cruise control box?

If you follow the cable around, you'll see 2 adjustment screws with a ground strap connected to one on the back of the intake mani. The blue arrow in this picture crosses right over one of the adj. bolts. Loosen them and pull the bracket to where it's taut, but still not moving the TB plate. If it's STILL sticking, you might want to take the TB elboe off and look in the bore when the plate is open and see if there are excess carbon deposits. It's not a huge deal to take the TB off and clean the hell out of it with TB cleaner. If that doesn't fix it, you might need to pull the TB shaft out and clean and put some grease on it (change the shaft seals while you're at it). I used to have this same problem and nothing I mentioned fixed it. I ended up getting a cruise elimination cable and it magically went away with that.
 
Might want to check your ISC (bottom left sensor on TB). My idle when I first start the car in the morning is low, as the car warms up it goes back to normal. I checked my ISC and I got one low ohm reading so it's bad. I have one ordered already so hopefully this will fix that, I will probably clean my TB as well. Also I know my TB seals are leaking after doing a boost leak test but it seems like some tedious work to get those new seals in.
 
It's the cruise cable assembly binding up on you. You can either replace the entire throttle cable assembly with a non cruise control cable or troubleshoot if the cable or cruise box is binding up on you. I myself just replaced the entire assembly with a non cruise cable.
 
Well I just got my ISC in today and installed it, idles like a charm right after startup. It used to fire up at 800rpms, now it's shooting up to 2k and slowly dropping down to 800rpm like it should.
